When I left ERPS in December 1999, I wasn't ready to pack it in on space access. I guess it's in my blood by now. I thought about what one person could do, and what I came up with was adavanced recovery systems. FAA/AST is much more likely to give you a launch license (or waive the requirement to get one) if you can promise them your vehicle will land safely, and tell them precisely where it will land. Pinpoint landings also make recovery, and reusability, a lot easier.
This can probably scale to HPRs - in fact, for budget reasons, that's where I'm going to start development. What High Power Rocketeer hasn't chased his rocket across a field, or lost it to a Rocket Eating Tree?
